UW, residents’ union reach accord on 3-year contract

Benefits include yearly wage increases, extended-leave option, professional development

The University of Washington’s Department of Graduate Medical Education and the UW Housestaff Association (UWHA) have agreed to a three-year contract that provides new benefits for residents and fellows. Ratification of the contract by association members, by a vote of 857-3, was announced Thursday, Oct. 27.

The first collective bargaining agreement between these entities will be effective November 1, 2016, through June 30, 2019.  Highlights of the agreement follow (note that “residents” refers to medical and dental residents and fellows in accredited programs and certain residents completing research):

  • Compensation: 3 percent wage increases in 2016, 2017, 2018.
  • Home call stipend: An annual payment to support residents’ needs to report to training sites on short notice.
  • Ratification lump sum payment: A single payment to each resident (between $455 and $1,430, depending on the number of training years).
  • Childcare fund: UW will allocate $50,000 each year to support childcare needs of residents who qualify.
  • Extended leave: Eligible residents may receive up to 12 weeks of paid leave during their UW appointment.
  • Transportation: UW will provide a $750 annual travel allowance to support residents’ transportation costs, and will allocate $50,000 annually to support a bike program.

“Our new contract represents positive progress on compensation and benefits, and addresses other issues important to Residents, including transportation and a trial program to address childcare. The UWHA and the UW are committed to working collaboratively in order to make the implementation process go as smoothly as possible,” read a joint statement from Dr. Nicholas Mark, UWHA president, and Dr. Byron Joyner, UW vice dean for Graduate Medical Education and Designated Institutional Official.

Both parties agreed to meet on a regular basis to ensure that the contract is implemented smoothly, the statement said. The UW's Board of Regents must approve the contract at its November meeting.

The UW Housestaff unionized two years ago to advocate for residents’ priorities through the collective bargaining process.

Residents have graduated from dental or medical school and are licensed dentists or physicians undergoing on-the-job training in a hospital or clinic, under the supervision of an attending dentist or physician. Residency programs range from three to seven years, depending on the specialty. Fellows have completed residency and are undergoing further training in a subspecialty.
